Governor Scott signs H.657 into law!

On June 15, 2026, Governor Phil Scott signed H.657, the DCF omnibus bill. Voices, in coalition with policy advocates, community members, and legislators, worked diligently to craft and push this important piece of legislation over the finish line. The bill, which makes sweeping changes to the Department for Children and Families (DCF):

  • provides essential protections to youth in state custody,

  • grants agency to youth to access services, and

  • builds financial security for young people and low income families.

One major important change was the elimination of the Reach Up asset limit on July 1st! This shift makes it easier for beneficiaries of Reach Up, 70% of which are children, to save and reduces the eligibility burden on case managers at DCF.
